Hi Alex,

Windows 8.1 Install Instructions To start the download, click the Download button and then do one of the following, or select another language from Change Language and then click Change.

  1. Is there any way to bypass this problem - I see in my Configuration that my Windows 8.1 comes with a single language, and it's not English. I tried installing MUI for English from the link you provided, but again, my system says it does not support MUI, but accepts LIP, whatever it is.
  2. Supported Language Packs and Language Interface Packs. The following tables include these settings: Language/region - The name of the language that will be displayed in the UI. All Windows language packs are available for Windows Server. In Windows Server 2012 and later the user interface (UI) is localized only for the 18 languages listed in bold.
  3. In Control Panel that is viewed by category, click Add a language under the Clock, Language, and Region item. In the Change your language preferences pane, click or tap Add a language. On the Add a language page, tap or click the language that you want to install. Then, Windows Update starts to download and install the language.

This issue might occur due to corrupt Windows Update components.

  1. Are you able to install updates offered from Windows Update?
  2. Do you have a third party security software installed on the computer?

If you haven’t checked if you are able to install the updates, refer to the link to do so

Refer to the section “Do I need to check for updates?”

Then proceed further with other steps.

This article discusses that previously installed language packs are no longer available after you upgrade from Windows 8 to Windows 8.1.

Applies to: Windows 10 - all editions
Original KB number: 2910256

Symptoms

After you upgrade from Windows 8 to Windows 8.1, language packs that were installed before the upgrade are no longer available. You can still switch to the keyboard layout of the languages that were installed before the upgrade. However, the only available display language is the base language version of the Windows installation. In some cases, you cannot reinstall the language packs or change the display language of Windows.

Cause

This behavior is by design. Language packs are not upgraded as part of the operating system upgrade. This issue occurs because Windows 8 and Windows 8.1 each have version-specific language packs. When you upgrade Windows 8 to Windows 8.1, the operating system reverts to its base language version. After the upgrade is finished, you have to reinstall any language packs that you require.

It is also possible that the Advanced language options are set to cause Windows to use a display language that is not yet installed after the upgrade. It causes a condition that prevents you from being able to change the display language or download language packs.

Resolution

Follow Resolution 1 to install the language packs. If you have issues downloading or installing language packs, go to Resolution 2.
